A common past

The current globalization process constantly reminds us that Asia and Europe have historical connections and a mutual heritage going back 400 years. This shared past should not be studied in academic isolation, but requires dynamic interaction between Asian and European scholars and an intensive exchange of outstanding students between European and Asian universities. ENCOMPASS is designed to empower such multilateral interaction by offering scholarships to outstanding students from Asia.

A new academic programme

ENCOMPASS is a new academic programme for Asian and Dutch students and junior researchers engaged in the history of Asia, and Asian-European interaction. The programme aims to explore a common past in social, economic and political relations in a multilateral setting.

The educational programme is tied to the Masters and MPhil-programmes of the Department of History at University of Leiden. The PhD and Postdoc research programmes are designed to explore the (Dutch) archival sources on Asia primarily in the Netherlands, Indonesia, Sri Lanka and India in more depth.

As the successor to the highly successful TANAP programme, ENCOMPASS facilitates access to some of the richest archival collections in the world on Asia: the four kilometres of archives of the former Dutch East India Company covering Monsoon Asia in the seventeenth and eighteenth century, and another eight kilometres of archival sources concerning the nineteenth - and twentieth-century history of Southeast Asia. At present, this treasure trove is awaiting exploration by a new, well-trained generation of Asian and European researchers engaged in local regional Asian history linked to the global context.

A multi-lateral enterprise

ENCOMPASS will start on 1 September 2006 with multi-lateral MA & M.Phil. programme designed for students from Asian countries. In total 60 2-year MA scholarships will be made available for outstanding Asian students for the years 2006 - 2010 (one group of 12 newly selected students every year). A number of outstanding students from this group will be awarded an 1-extra scholarship to finish a M.Phil.-programme. A 3-year PhD-programme is planned to begin in 2009 and end in 2017. ENCOMPASS also welcomes students from other continents, provided they fulfil the selection requirements and bring their own funding.

ENCOMPASS is designed for Asian students who have obtained an Honours BA (or MA) degree in History, but outstanding students in Archival & Library sciences, Dutch Studies, Social Sciences and Humanities may also apply for scholarships.

ENCOMPASS is meant for students who have a lively interest in Asian regional history 1600-1960s, in particular that of the Indonesian-Malay archipelago. The programme encourages the study of multi-lateral relations. Students from South Asia and East Asia are invited to study South-East Asian history, and vice versa. The programme coordinators should be closes consulted about the subject orientations.

The MA Scholarship Programme

In September 2006, a special MA programme will be launched at Leiden University. The MA programme offers students a one-year 'conversion year' focussed on intensive courses in Dutch language and historical disciplines. Another major component in the MA programme is the study of Dutch documents, archives and books for historical research. Heuristics, methodology courses, literature and research seminars during which training for writing a MA thesis is given, complete the curriculum of the MA programme.

M.Phil. Scholarship Programme

In the middle of the second year of the MA programme, a maximum of five scholarships will be available for those who have the talent and ambition to continue with the M.Phil. programme. The research M.Phil.-programme will result in a research M.Phil.-degree in History of Leiden University and prepare the students for the writing of a Ph.D. thesis. After consultation with their personally assigned tutor, students following the M.Phil.-programme will attend and write papers for regular seminars in the Leiden Department of History, in Global History, the History of Asian-European Relations, or specific area studies in Asian History. Special attention will be paid to archival research (palaeography); historical source analyses; research methodology and historiography. Extra language courses and a course in archive research methodology (20 ECTS) will also be offered.

Students select the topic of the M.Phil. thesis, conduct their research and write their thesis in close consultation with their assigned tutor. The M.Phil.-thesis has to be completed before the end of the third year. The M.Phil.-thesis has to be based on original research work conducted in the archives in The Hague or in Asia.

Students who have obtained the ENCOMPASS M.Phil.-degree in History are eligible to apply for Ph.D. scholarships at the University of Leiden, or may continue their doctoral research at their home university or apply for Ph.D. scholarships elsewhere. Co-financing of Ph.D. scholarships may be possible, individually as well within the framework of sandwich-programmes between Leiden University and individual Asian universities.

Apart from Asian students, a limited number of Dutch and international students will engage in the M.Phil.-programme. The European (and if necessary Asian) participants may spend part of their time studying in Indonesia as exchange students (see also Cooperation with Asian Universities below).

The Training of Archivists

The BA/MA track offers a unique opportunity for a joint cooperation between Leiden University, the Arsip National Republik Indonesia (Jakarta) and the Nationaal Archief at The Hague. The TANAP project has revealed the urgent need to give additional training to Indonesian and other Asian archivists who deal with the preservation of and accession to historical sources in the Dutch language. For these students a special MA in Historical Archival Sciences has been designed within the framework of the Encompass programme. Therefore ENCOMPASS actively promotes the recruiting of students for this Historical Archival Studies track of the Leiden MA programme in History. Joint training of both historians and archivists for archive conservation and research is considered to be of prime importance to the long-term preservation and use of the vast collections of Dutch materials in Asia.

International cooperation

The ENCOMPASS project is a continuation of the international cooperation that was established during the TANAP project. Recruitment of (scholarship) students will take place in cooperation with various universities, in India, Sri Lanka, Malaysia, Indonesia, Thailand, Vietnam, China, Taiwan and Japan. The existing cooperation includes (among a number of other institutions) Gadjah Mada University (Yogyakarta), the University of Indonesia (Jakarta), the University of Malaya (Kuala Lumpur), the Universitas Kebangsaan Malaysia (Selangor), Chulalongkorn University (Bangkok), the University of Colombo, Xiamen University (China), Academia Sinica (Taipei, Taiwan), The University of Hanoi, and the University of Delhi, Calcutta and Bombay.

ENCOMPASS fosters the cooperation in education and historical research between the Netherlands and a number of Asian universities, in particular the departments of history that have cooperated in the TANAP programme. Special agreements are being made in Indonesia at the Gadjah Mada University in Yogyakarta and the University of Indonesia in Jakarta. Special cooperation with the Arsip Nasional Republik Indonesia (ANRI) will also play an important role in the development of the M.Phil. and Ph.D.-programmes. In this fashion, the ENCOMPASS programme contributes to the development of multilateral exchange programmes for young historians.

Presentations and Seminars in Asia

ENCOMPASS plans to organize a number of workshops and conferences in Asia (in the coming years more particular in Yogyakarta, Jakarta, Kuala Lumpur, and Colombo). The Dutch Ministry of Foreign Affairs and the Netherlands UNESCO committee sponsor this part of the programme.
